Dear Resident,

    It is our pleasure to send the Fall 1996 edition of the Township of Stafford Newsletter to you. The newsletter contains important information on a variety of topics impacting and effecting the Township and our residents. We understand that it is difficult at times for residents to attend Township Council meetings or to even call and request information. We hope that the information contained in the Newsletter provides some of the answers to the more commonly asked questions. We have included basic information about trash and recycling pick up and disposal and specific information on Township programs and projects.

    As always, we welcome your input on our newsletter or on any topic of interest to you. We encourage you to attend one of our Township Council meetings if your schedule permits.

October 27, 1996 - HALLOWEEN COSTUME CONTEST AND PARADE

This annual event will step off on Stafford Avenue in front of the fire station at 2:00 pm. Registration is not required but please have your child's name printed clearly visible to the outside of the costume. The parade will proceed to A. Paul King Park where the judging will be done and prizes will be awarded. All children will receive a prize and refreshments will be served. Open to Stafford Township residents only. December 3, 1996 - CHRISTMAS TREE LIGHTING CEREMONY AT TOWN HALL

REMINDER TO RESIDENTS LEASH AND 'POOPER SCOOPER' ORDINANCES

We want to remind all of our residents that the Township has adopted and enforces a leash law which requires all dogs to be on leashes during the time they are being walked on any public street or on public property. Further, all dogs are required to be kept in an enclosed area which prohibits them from running loose on neighboring properties. Lastly, owners are required to 'clean up' after their dogs in accordance with the Township's 'pooper scooper' ordinance. We continue to receive a significant number of complaints in this area. We are asking for your cooperation in continuing to improve the quality of life in our neighborhoods.

PROJECT UPDATE

1. First Aid Substation in Ocean Acres
Construction is currently underway on a new first aid substation located at the intersection of Nautilus Drive and Treasure Avenue in the Ocean Acres section of the Township. This 4,000 square foot building will house up to 4 full size, fully equipped ambulances which will be better situated to service the northwestern section of the Township. In addition to the garage area for the ambulances, the substation will also include a community meeting room and locker/changing area for the first aid volunteers. It is likely that this facility will also be utilized as a polling place for upcoming elections which should make it easier for residents in Ocean Acres to vote. It should be noted that this substation is designed to augment the existing first aid building located in the downtown section of the Township. The estimated completion date for this project is October 1, 1996.
2. Lighthouse Park - Phase 1
Work began on July 20, 1996 on the first phase of the development of Lighthouse Park which is located on Lighthouse Drive in the vicinity of Sandy Circle in the Ocean Acres section of the Township. The first phase of this project includes the development of 2 large tot lot play areas, 2 tennis courts, 2 basketball courts, a very large grassy open space play area, a softball size playing field, and some limited parking. This work is scheduled to be completed by October 1, 1996, however, the grass play areas will need to mature through the winter and spring of 1997 once they have been planted. This project is being funded through a combination of a grant and loan under the State Green Acres program.
3. Manahawkin Lake Park - Phase 1
The Township recently received notification from the State Green Acres Program of funding approval for a grant/loan combination for the Phase I development of the Manahawkin Lake Park which will be located on Route 9 near North Lake Shore Drive and Bay Ave. Phase I will include the development of tennis courts, play areas, parking areas, and other related improvements. Prior to beginning any work under Phase I, the Township will have to acquire the property for the park which is the subject of an additional Green Acres application which is currently awaiting State funding approval. It is estimated that work will begin on Phase I in the late Spring of 1997.
4. Ocean Acres Lake Park - Phase I
Green Acres funding has also been received for Phase I improvements to the Ocean Acres Lake Park which is located on Buccaneer Lane. Phase I improvements include a tot lot play area, tennis courts, 2 basketball courts, and an improved and expanded parking area. The proposed schedule calls for work to begin on this project in the Spring of 1997.
5. Doc Cramer Park
Work continues on the development of additional fields for adult softball, girls softball, little league baseball, and soccer. Once the current contract is complete there will be a total of 4 softball fields, 3 full sized soccer fields, 2 mini soccer fields, and 12 baseball fields. Future plans call for additional fields as needed and the construction of roller hockey, tennis, and basketball court facilities. All of the Township organized leagues are reporting significant increases in registration which has translated into the need for additional fields.
6. Municipal Building Project
The Township Council awarded contracts on August 6, 1996, for the new municipal building project which involves substantial additions to the current police headquarters. Once completed, the building will house all Township offices and departments, excluding the department of public works. The final bid numbers were within the budget of $7,000,000 established by Council previously. Work is scheduled to begin in September of 1996 and the estimated construction time is 16 to 18 months.
7. Ocean Acres Drainage Projects
The Township Engineer is currently completing plans for two major drainage projects which are designed to reduce the flooding problems in 2 separate sections in Ocean Acres. The first project includes the construction of a very large detention basin to be located in the vicinity of Neptune Drive and Route 72, which will be designed to collect storm water and release the water into 2 large pipes which will be located under Route 72 and which will carry the water to the south side of Route 72 into a natural drainage area. The second project will be a joint project with Ocean County and will involve the installation of larger drainage piping and catch basins to collect storm water in and along certain roadways in Ocean Acres including but not limited to Lighthouse Drive, Tackle Ave. and Steamer Ave. It is estimated that construction on these two drainage projects will begin in the Spring of 1997.

Stafford Township Municipal Alliance

The S.T.M.A. is an organization dedicated to the prevention of substance abuse in our community by raising awareness...increasing education...and providing resources for help. S.T.M.A. is funded through the State's D.E.D.R. Fund (Drug Enforcement & Demand Reduction). In accordance with the grant objectives, the Stafford Municipal Alliance will continue to provide substance abuse prevention services and information to the residents of Stafford Township.

FIRE SAFETY Thought of the Month
Now that it's "Backyard Barbecue" time again, remember it's always a good policy to give your grill a periodic fire safety check. Whether your cooking appliance is gas or charcoal, the unit should be checked for excessive rust, cracks or holes that could leak hot grease, or that fire could get through. If it is a gas fueled grill, check for any defects in the burners, and an inspection of the gas tank and its component parts, such as the hose, valve and all the fittings. Brushing a little soapy water on the connections is a good way to check for leaks, and NEVER store a gas tank in the direct sun! When attempting to light a gas grill, and it does not light right away, always allow ample time between attempts to let the air clear of excessive gas fumes. If using lighter fluid to ignite a charcoal grill, use the fluid as sparingly as possible. NEVER apply lighter fluid to burning charcoal and NEVER cook indoors with charcoal. Here's wishing you a safe and happy outside barbecue season, and do not forget to check your home's smoke alarms, too.
HOUSE NUMBERS
House numbers must be permanently and conspicuously displayed on your home and business. House numbers are needed to assist the general public and emergency services. The numbers must be at least 3" in height and be easily seen from the street. Additional details are found in Chapter 74 of the Codes of Stafford Township.
BASKETBALL HOOPS
Basketball hoops must be registered or permitted with the Township Zoning Office. There is no fee for the registration or permit, however, newly placed poles must meet certain criteria. Playing basketball in any street or right-of-way is prohibited 30 minutes after sunset (but not before 9:00 pm) or before 9:00 in the morning. In no event shall basketball playing impede the flow of traffic or violate the Noise Ordinance. Ask for Chapter 63 of the Codes of Stafford Township for further details.
HANDICAP PARKING SPACES
Remember that designated HANDICAP PARKING SPACES are for the convenience of disabled people only. Parking in Handicap Parking Spaces without a proper identification certificate or marker issued by the NJ Director of Motor Vehicles will not be tolerated. Violators will be prosecuted; penalties up to $1,000.00 can be assessed. All businesses are required by Federal Law to provide handicap accessible entrances and bathrooms. The "Americans with Disabilities Act" (ADA) defines accessible as, "...An environment that will permit a handicapped person to operate independently with comparative ease under normal circumstances with little or no other assistance". This term is synonymous with the term "Barrier Free." If you frequent a merchant who has not complied with ADA, remind them of their obligation to provide access to everyone.

Trash will be collected once per week, year round. If you have not yet received your automated container, continue to place your trash at the street on your present collection day. Place your automated container at the curb for collection with the Stafford Township symbol facing the street. When a trash day falls on a Holiday, all trash collections following the Holiday will be one day later. Vehicles (automobiles or boats) are not considered trash and will not be collected by the Township of Stafford. For items that will not fit into your automated container, call the Department of Public Works to schedule a bulk pickup.

Place your aluminum cans, tin cans, aerosol cans, glass bottles and jars and plastic containers in the same open container and place at curbside on your scheduled recycling day.

CORRUGATED CARDBOARD AND BROWN PAPER BAGS
Flatten, bundle, tie with twine and put out on recycling day. NO WAXED CORRUGATED MATERIAL, pizza, cereal, gift boxes or 6 and 12 pack beverage cartons.
NEWSPAPER
(including the inserts) Bundle, tie with twine and put out on your recycling day.
MIXED PAPER
( magazines, office paper, junk mail, catalogs, envelopes, etc.) Put in brown paper bag, tie with twine and put out on your recycling day.
LEAVES (tree leaves only)
MUST be bagged separately, they CANNOT be put out with your regular trash. We prefer you use biodegradable paper bags which can be purchased at the Recycling Office on Hay Road or the Township Clerk's Office, 775 East Bay Ave., Monday thru Friday - 8:30 am to 3:30 pm. Bags cost 50¢ each or 12 for $5.00.

All brush should be placed at the curb for collection by MONDAY of your week. All brush will be collected during that week. ONCE A STREET IS FINISHED, THERE WILL BE NO MORE COLLECTIONS UNTIL THE FOLLOWING MONTH.

HOUSEHOLD BATTERIES Take to the CLERK'S OFFICE in Town Hall, 775 East Bay Ave., the COMMUNITY CENTER, 1199 Mill Creek Road, OCEAN COUNTY SOUTHERN RECYCLING on Recovery Road or K-MART STORE in the K-Mart Center on Route 72 East.

The Township also picks up the following recyclables at curbside: appliances, leaves, brush, auto batteries and tires (tires must be off the rims) Call 597-7654 or 978-0239 ext. 12 to schedule pick-up.

Failure to separate your trash from your recyclables may result in a fine up to $500.00.

DO NOT put live ammunition in your household trash. For proper disposal of live ammunition please contact the POLICE DEPARTMENT at 597-8581 or the PUBLIC WORKS DEPARTMENT at 597-7654.

The following items may be taken to the Ocean County Southern Recycling Center on Recovery Road - Monday thru Friday, 8:00 am to 3:00 pm: Anti-freeze, motor oil, EMPTY steel paint cans and lids, house and auto batteries, bagged leaves, brush and auto tires. (They charge $1.00 each for tires.)

Aluminum cans, tin cans, EMPTY aerosol cans, plastic containers (milk, water, etc.) glass bottles and jars, corrugated cardboard, newspaper and mixed paper can be taken to the Ocean County Southern Recycling Center on Recovery Road, 7 days a week - 24 hours a day. Leaving household trash at the recycling center is considered illegal dumping and you will be fined.

HOUSEHOLD HAZARDOUS WASTE Ocean County collects household hazardous waste in the Spring and Fall. For more information call Ocean County Hotline 1-800-55-RECYCLE.

DID YOU KNOW . . . HURRICANE

. . . That if a hurricane were to hit the Jersey shore, that flooding could occur up to Route 9 and beyond? A higher category hurricane could flood portions of the Garden State Parkway! Scary, isn't it?!! When one considers the devastation of the storm, flooded evacuation routes and the thousands of automobiles trying to flee the storm after the fact, the scene becomes an impossible scenario.

There are ways to overcome this scenario and PREPAREDNESS is the key word here. Hurricane season runs from June to November and your first line of defense is to remain alert to weather conditions. A HURRICANE WATCH means that there is a possibility of a hurricane hitting the area. When a HURRICANE WARNING is issued, it means that the hurricane will hit land at an approximate time as long as it stays on course. At the time of the WARNING, it is time for you to put into motion steps that may be necessary to save your life. When the word to EVACUATE is given, only your safety and welfare are being considered. Sophisticated equipment is saying that the area is most probably going to be hit with torrential rains, high winds and flooding - all of which can destroy property and take lives.

Having necessary supplies on hand NOW means that when a HURRICANE WARNING is issued, you can be a step ahead by avoiding long lines and empty shelves at stores. More importantly, you can be on the highway to evacuate before highways become grid locked.

When a HURRICANE WARNING is issued:

  1. Fill your automobile's gasoline tank.
  2. Keep an adequate supply of prescription medicines and personal items on hand.
  3. Pack bottled water, canned food that can be eaten without preparation, a hand operated can opener, utensils and cups, paper towels, etc.
  4. Put sleeping bags, blankets and pillows in your automobile's trunk. Your car may be stranded before you get to Aunt Mary's house, or you may be evacuated to an area center, in which case you will need these as well as folding chairs.
  5. Good flashlights are a must along with a supply of batteries, as are a first-aid kit and a portable radio which may be your only connection to the outside world when the electricity and telephones go out and your cellular phone is useless due to the overloading of the lines.
  6. Place your irreplaceable papers, such as birth certificates, marriage certificates, deeds, car titles, FLOOD INSURANCE POLICY, etc., in a waterproof plastic container and toss it in your car trunk. Papers in your safety deposit box at the bank should be safe.
  7. Don't forget when you evacuate to take toilet tissue, toiletries, several toys for the kids, a book for yourself and whatever else you can't do without for a day or two until the water subsides and you can return to your home.
  8. If you have a pet, purchase a pet carrier and arrange with your veterinarian to house your pet in an emergency. Evacuation centers cannot accept pets, so you must have a plan in mind before the emergency hits. There are many pet boarding kennels in Burlington County and we have made copies of the Burlington County yellow pages listing these establishments. You may pick up a copy at the Stafford Township municipal building. It would be wise to take pets to an inland pet boarding establishment a day or two before the storm is scheduled to hit our area.
  9. If yours is a rental property, it is imperative that you inform tenants of hurricane preparedness by giving them a copy of this article.
  10. Most importantly, remember that relatives and friends living out of the area will be concerned for your welfare. Make arrangements NOW with SOMEONE OUT OF THIS AREA, that in case of an emergency, you will call them to alert them of your whereabouts and tell them that concerned relatives will call them to get this information. Next, call anyone who might try to contact you in an emergency and give them the telephone number to call. Tell them to NEVER call the police department or emergency management center, as these lines MUST be kept open for maneuvers and emergencies.

If you are told to evacuate, whether by radio, television or loud speakers from police or township vehicles, ready your supplies at once. Turn off the electricity and gas, secure your home and GET OUT! If you know of neighbors without transportation, offer them your help. Any person not having transportation to evacuate may call 609-597-1189, extension 264, to arrange for same. Post this telephone number on your refrigerator now if you may need it during a storm.

If you are foolish enough to ignore evacuation orders, you must be aware that once high flooding and high winds occur, YOU WILL BE ON YOUR OWN. Good luck!
